Philip attended Officer Training School at Lackland AFB, San Antonio, Texas, graduating as Honor Graduate in August 1979.  He then attended Special Security Officer Training at Strategic Air Command Headquarters, Offut AFB, Nebraska before being assigned as Special Security Officer/Strategic Air Command Reconnaissance, Athens, Greece.  During his assignment to Athens, he attended Special Security Officer Training at the Pentagon, Washington, DC.

He subsequently served two tours in Airborne Operations, Headquarters Electronic Security Command, Kelly AFB, Texas from 1982 to May 1985, separated by an assignment as Interim Operations Officer, Airborne Reconnaissance, Howard AFB, Panama from July to December 1983 where he flew missions on EC-130s throughout Central America.  He also flew two orientation flights on U.S. Navy EP-3 aicraft conducting anti-submarine missions over the Pacific Ocean.  While at Howard AFB Philip participated in the Grenada Rescue mission in November 1983.  He flew one 8-hour airborne combat reconnaissance mission on D-Day for which he was awarded the Meritorious Service Metal.

In May 1985 Philip attended Space Command Operations Officer Training at Cheyenne Mountain, Colorado before assuming duties as Director of Space Operations, RAF Edzell, Scotland.  He flew missions on RAF Shackleton aircraft while assigned to RAF Edzell.  The Scotland duty was followed by a Special Duty assignment at the Air Force News Service, Kelly AFB, Texas.  His final assignmet was with Command Standardization and Evaluation - Airborne Operations Training, Headquarters Air Force Intelligence Command, Kelly AFB, Texas.  Philip attained the rank of Captain before he retired from the U.S. Air Force in February 1992.
